Ensuring staff have the core skills required to compete in a competitive global marketplace is important for the economy. Staff with poor basic skills may struggle to complete forms and less likely to comply for example with health and Safety policy. This costs both employees and staff. Employees may earn 11 per cent less than average and the cost to industry is estimated to be in excess of £4.8bn a year.

Often individuals with poor basic skills can be the hardest to reach. They may have been away from any formal learning for some time and can become trapped within a job role without the opportunity for any career development.
